Kairi Consultants Ltd was established in 1990 with the objective of providing policy oriented research and analysis to Governments, regional institutions, private sector firms, cooperatives and other corporate interests in the Caribbean and in countries of the South. Its Consultants span a wide range of expertise and are drawn, for the most part, from across the Caribbean and its Diaspora in metropolitan countries. Much of its work over the years has focused on development challenges facing countries in the Caribbean and in Southern Africa, where it has conducted work from time to time. In the first two decades of its existence, the firm conducted poverty studies and related research in a number of countries of the Region for the Caribbean Development Bank. The primary objective of the firm is to contribute through its research and policy advice to the development of people of the Caribbean and similarly in other parts of the developing world where the firm might be invited to contribute.

There is no country in the world that has been immune from the impact of COVID-19. By the time that COVID-19 was declared a worldwide pandemic by the World Health Organization (WHO), many countries in the Caribbean were already recording its incidence.

No section of society has been immune either. As governments have been forced to introduce lockdowns, many households find themselves without any source of income. This sudden pauperisation has sparked discussion in social media and in the regular press across the region. Governments are being scrutinised over their responses to the poverty induced by the pandemic.
